Police Reform or Civilian Reform?

Reform Civilian behavior and there won’t be a need to reform all the police departments. Civilized people aren't abused by the police. You want respect - be respectful. Be a jerk and you’ll be treated like one. Threaten a cop and you’re likely to die no matter what color you are. The problem isn’t the police. The problem is with the civilians who cause the interactions.
